Trying to remember this game...

Okay, it was a free flash game, but had alot of things in it. You were a mafia leader or something like that and you tried to take over the city by taking over the other neighborhoods. You would make money by selling drugs and prostitutes, and from getting protection money from places you controlled.
It was called "The Syndicate" or something like that, but I can never find it. Hopefully you guys can help me in this matter.

Er, no, it wasn't multiplayer. Also the characters slightly resemble the characters off of the Madness cartoons, grayish.
