Actually, it probably means he's trying to clean himself with soap and getting confused, because dwarves don't quite know how to use soap yet.  They don't need soap to clean themselves but they will try (and fail) if some is available.  If this message gets spammy, you can forbid all your soap for a while until he gets clean.  (You might need a water source zone for him to do that)

Thanks, the soap seems to be the issue. There is a lot I still don't know about the hospital... I do provide all the necessities (designate a zone a hospital, shift-h to see what items are still needed in the cabinets + head physician) but Ive only ever once had a guy actually put on a traction bench, but it returned some error about the guy not being available.... Bah! I have much to learn

I think this might have been my problem. I was getting this message spammed, but I noticed that I still had some "water source" zones set at the brook, and it was frozen.  I removed that zone and added new water source zones around my wells.  No more message.

Edit: WHOOPS!  Spoke too soon.  That wasn't it, it just must have been a coincidence.  I forbade the soap and let them clean themselves w/o it.  DOH!
