Outpost liason gone? dead?

My outpost liason died in a sad accident involving starvataion when i forgot to let him out from the mayors office not to long ago, ive waited 2 years of gametime but no new liasons have appeared is he gone for good? or will a new one eventually appear? i have recently managed to fulfill the criterias for a barony but wont get granted the nobles due to this annoying "bug" "feature"

A new one should appear. Also, it would help if you specified the liason's species.

If it was a dwarf liason, go ahead and kill the lot of them. The mountain home won't care. If it was a human liason and the humans are currently picky about everything. Then it is most likely human's have declared war on you.
