if you said its really deep its obvious that its all evaporating because of mist, build a chamber to hold a bunch of water then release it all at once

If you've breached the caverns you may have a problem with underground trees growing underwater and blocking the flow of water.  I'm not entirely sure this is true, but I've had trees grow in water before, and I think trees completely block water.  A paved road would prevent trees from growing.

It's a straight shot through rock from the river to my storage tank and I checked and there were no diagonals.  When I widened the channel to 2 tiles wide, it filled up nicely.  I guess the pressure wasn't enough to push the water fast enough to get to my storage tank when it was only 1 tile wide.  Either the water pressure from the river wasn't enough or it was evaporating as fast as it could push it through.  It's all full up now and servicing the well just fine.  Now I just need fish!
