Mayor

I thought that mayors can be only elected. Recently, one of my migrant was elected, but i didn't really want him to be one, and decided to make an unfor. accident. While doing it, i thought about noble windonw and opened it. To my surprise, i could easily replace the new mayor with the old one. Like nothing happened.
So in that case, mayors can be assigned by player freely?

Make sure it's someone with simple needs too.

Last embark I did, I ruled out two dwarves for taking on the appropriate leadership-giving skills (despite decent aptitudes in their character) because one featured a preference for the stuff-that's-not-microcline and the other had a Noddy Holder fetish.  Which could have made their demands a bit awkward.
