Question: Underwater Work

Hey. Quick question - is it at all possible to make a creature capable of working underwater? That is, can a creature dig in an underwater square, build a construction on the seabed, etc.? Just making them amphibious/aquatic doesn't work.

Your quick answer. No.

The creature regards it as dangerous terrain and won't work. Their entire goal IIRC is to get out of water ASAP. I could be wrong, but this was my experience with it. That's why I'm draining the ocean.
