dwarves dont finish building stairs

my dwarves seem to have some problem finishing stairs. i can build stairs down easily but when i tried to build a three wide stairway upwards (to match my stairs going down) the dwarves decided to finish one square and leave the rest unbuilt so it is now just flashing on my map. i tried to undesignate it or remove construction but the flashing stairs are still there.

help?

edit: hmm they seem to have built the staris now even though they are still flashing ::)

It usually flashes when there is still a rock on the same tile as the stairs.
