Dwarves won't haul refuse

so I started a fortress and it's slowly filling with rat corpses. All dwarves have the refuse hauling skill enabled. There is a refuse stockpile right outside my fortress and on the same z-level. Some potential snags:
I'm in an abandoned obsidian goblin tower and there are friendly humans everywhere; however, they have no cats, so I don't think the refuse is being seen as their property. I can't claim with k anyway. This has not happened with any previous fortresses, and I sucessfully hauled refuse in all of them.

Help would be appreciated!

Try pressing o (options), r (refuse), o ("dwarves gather refuse from the outside").

This option is set to "dwarves don't gather refuse from the outside" by default.

that did it, thanks! I'm guessing the obsidian towers count as outside since they aren't dwarf-made.
