Maybe Toady added in a childish personality without us knowing, and adults can now act like children.

Yes. Clearly a bug that ought to be fixed in the future, but exploit it in the meantime.

Maybe the child reached the age of 10 in world gen, and then somehow ten in-game years have gone by due to forts and adventurers? I don't think world-gen children can grow up.

Well, that would explain it.  He was 11 and a child when worldgen stopped, and it hasn't updated his status since.
