How do I get my miner to change picks.

I have a proficient miner, who is using a copper pick, I want him to use the steel pick I just made, so he can dig faster.

What do I do? I've tried melting and forbidding the item.

Set him from mining to woodcutting, so he gives up his pick ..
then forbid, dump or meld it :)

afterwards set him back to mining

You may also want to know that pick quality/material has no effect on mining speed, it only effects the damage it causes when used as a weapon.
