I'd guess a combination of delays being the result of absences and absences because the days were so long people weren't pressed to actually be there.  But that's just me.

Another thing to consider is that the scum-to-town ratio was much higher than normal. So the game had alot of people that were content with inactivity because it was part of their strategy.
