My experience with underwater volcanos is that they initially start with no water over them - sorta like a giant hole in the ocean.  Then the water starts flooding, which produces a huge hit on your processor, spamming caveins for about an hour or two (pauses from caveins turned off).  Finally, the pipe will seal itself, the caveins will stop, and the top part will fill up with water, leaving a underwater pit perhaps 30 tiles deep with a chaotic obsidian crush beneath, shielding the remaining magma.  I tried to make a film of this to upload a while ago, but somewhere halfway through I accidently hit the ; key, which apparently stops the current recording, so the last half of the recording is lost  :-\

Come to think of it, this would produce an excellent environment for a dwarven submarine....  Dwarven deep sea volcanology to the rescue!
