Alternatively, if you do have a source of water and enough buckets, you could have a bucket brigade fill either a tall,narrow cistern(to increase the pressure, making the water move faster/have better coverage while minimizing evaporative loss during the filling) or just try to have them fill a number of smaller farms (eg, 3x3s) from above.

As you can't designate an ocean as a water source, you can't use a bucket brigade with it, but you could make a cistern (entirely constructed, don't let the water touch natural walls!) and pump water into the cistern, using that as your freshwater source.
