What is the deal with managers?

Why does all my production stop because I don't have a manager?  Then I can't create a manager because I can't make any tables, chairs or doors.  As far as I can tell from the wiki that isn't even what managers do and I only have 14 dwarfs.  But there it is in big red letters that I can't do anything without a manager.  This is very frustrating.

Managers are only required to do some specialized things, like permit only certain dwarves from using certain workshops. You should still be able to [a]dd a task at a workshop, even without one. I have 17 dwarves, no manager, and everything works fine.

A Manager is required only if you want to limit certain dwarves to using certain workshops, or queuing up blanket orders that will apply to *all* workshops. So yes, while the workshop will show a 'Manager Required' line that is only for the particular feature that it is hiding.
