Is the junk attached to goblin corpses which are stuck on big old spikes?  Maybe the trap itself owns the clothes?

The corpses are long gone, cleaned out by the dwarves.  I'm not sure how I'd determine who owns the clothes.

I removed the Dump tags and nothing changed, so no dwarves went to go pick up their belongings.

I had the same thing in my fort. It just sat there for years until I went into the stocks menu and manually unforbid every forbidden item type in the list. Then the dwarfs ran out and snatched it up.

Go to the 'k' menu and look at the square the clothes are on. Hit enter to examine one item after scrolling down from the selection. That should tell you if it's owned or not.

What do you know, I've looked at items before, I just hadn't noticed that they'd declare ownership.  Yeah, the items in question were  owned by dwarves.  I guess there's no making them pick up after themselves.

Give teh dwarves owned rooms (bedrooms work fine) with a cabinet and a coffer.  Sacrifice an elf to Armok and hope that they dwarves will do a few "Store Owned Item" jobs.  If they are military, forget it.  They won't ever touch them.

Between this issue and unclean-able poison forgotten beast blood, I am becoming increasingly convinced that fortresses should be designed to be periodically flooded with magma to keep them clean.   I've actually designed barracks with magma sanitation systems in the past.  Future goal is to have the ability to on command flood and then drain magma from any arbitrary section of my fortress, with interlocks to seal off the flooded area while the cleaning cycle is underway.
