All right, I'm building a pond underground to drown this goddamn insane baby irrigate a mushroom farm, and it's 6x10. However, there's only one dwarf running back and forth to the well despite there being a running river right beneath him, with one of the eight available buckets, and dumping water into it.

How can I get my other dwarves to grab the rest of the buckets and fill the pond faster than it evaporates?

Make more pond zones. They need to be accessible from a ledge to work, however.

so basicaly i can make ramps and couple of 1x1 pound zones nexzt to it and it'll work?

If you don't mind micromanaging it a bit more, you can remove the pond zones as soon as somebody drops 1 water down, and then channel back in the room above until you've watered the whole area. If you've already dug out the room above, build up stairs and put pond zones around the down stair on the level above.

A large hole that you want filled with water can get multiple dwarves on the task by making lots of little pond 'zones' around its edge. Each zone orders 1 dwarf to fill it, hence make lots of zones to fit your big hole.
