New Arsenal dwarf won't manage equipment?

My original arsenal dwarf became a baroness.  For a while she still managed the upgrades just fine, then I noticed her job status became permanently "noble."  When I created a new squad after nearly half died in a siege, she wouldn't upgrade their equipment.  So I replaced her with another dwarf skilled in organizing.  I turned off all of his jobs, but he refuses to upgrade the equipment.  It's been several days, and he's still listed as "no job."  Any workarounds?

Is this dwarf a former member of your military?

There seems to be a certain bug (after assigning barracks to  your squads
that members  of the military won´t do any civilian jobs anymore,
even if thrown out of the miitary (and office duty can count as civilian duty, even if it is stockpiling/assigning weapons ;) )
