Where did Forbidding going outside goto?

Normally you press o to get the options to forbid your civilians from going out side, its not there no more.

Use burrows now.

Yes. Clearly a bug that ought to be fixed in the future, but exploit it in the meantime.

Now you need to define a safe burrow and assign that to an alert level.  When you set civilians to that alert level, they will confine themselves to the defined burrow.

It's more work to set up, but this also means you can set above ground tiles as safe- say, if you are building an above ground fort.

to clarify, you want to use the Burrow tool [w] to define a burrow that incudes the safe parts of your fort.

Once you have defined that, go to your military alerts screen [m] -> [a]  scroll down to an alert you want to set that burrow as a safe place for, then use the right/left arrows to hilight the list of burrows on the right of that screen.  when you press enter the borrows will be checked as safe burrows.  Now, when you set the civilian alert level to that alert, your civilians will confine themselves to the burrows associated with that alert.

I barely figured this out on my own last night and I may be remembering some of those steps incorrectly.

Yes they can,
you can even paint multiple z-levels at once, by beginning painting the region at one z-level
and ending it at another z-level
