Technically Anvils should require iron and steel to make as you would weld a steel top on the softer iron body.

As for the first anvil in DF, knowing how the dwarves seem to think, I'm guessing it was made from spider silk, menaced with spikes of cat leather, and had a picture of Dwarves Traveling done in kobald bone.  It was however never actually used as it's creator promptly picked it up and refused to put it down until it was lost in a carp invested pond on his death.  (Though he did manage to kill three carp with it before drowning.)  It wasn't till almost a hundred years later that someone else made an anvil out of some zombie goat bones and a bit of towercap wood that the first useful anvil appeared.  Unfortunately the creator of that one went insane after a magma mishap destroyed his anvil and he jumped in the magma after it.  Fortunately the Dwarves had managed to produce the first iron anvil by that time.
