Strange Happenings Conserning Population Caps

I've heard that some people have been having trouble with low POP_MAX values, but my fortresses have always stayed at the cap I place.

EXACTLY at the cap I place.


I at first thought it odd when 18 dwarves with multiple artifacts  got an immigrant wave of only two, but then I tried raising the cap up to 25.
Sure enough, I got exactly 5 immigrants the next spring.


So, has anyone else noticed this?  Or is this all just some random fluke?
