You can get your daggers already. Hear my answer:

Go into your raws (entity_default.txt), and set your dwarven civ to be able to craft daggers.
(You want to add in [ITEM_WEAPON:ITEM_WEAPON_DAGGER_LARGE] near the other weapons.)
