Having trouble getting kobold civilization to spawn

Pretty much exactly what it says in the title.
I've modded the kobolds to be INDIV_CONTROLLABLE and ADVENTURE_TIER 5 (golbins are four, and they work fine :/ ) , but I can only make PLAY NOW kobolds, which is nice, but I start with no skills.
The same goes for the animal-men of the deeps.
I can't even find a reference to any of their civs in legends mode.
I know I'm not the only one who's had this problem - has anyone managed to fix it?

I heard (from kobold camp topic, I think), that you need to increase the number of caves in your world generation (because they spawn in caves, after them being occupied by megabeasts) ...
Didn't help me that much, but ...

Hm, that might be it. I should remove CAN_LEARN when I add INTELLIGENT, right?
*edit* Okay, this is somewhat troublesome.
I stopped the genning in 251, and everybody'd already been killed by megabeasts because of all of the caves. D:
Any way of reducing the number of megabeasts without reducing the number of caves?

*edit 2* Okay, seemingly, raising the number of civilization without raising the number of caves did the trick.
I also made them INTELLIGENT and removed MULTIPLE_LITTER_RARE, but I'm noit sure if that affected anything.

Good job; now that kobolds are taking over your world as we know it, let's think about why that wasn't such a good idea.

Try saying that again after all of your items are gone by a tunneling kobold gang.
