Ant Men-esque standard civ problems

So I'm trying to create a normal, above-ground civ of giant wasps. However I've run into the problem of the civ dying off during world gen, because their population drops as there are not enough breeding groups to sustain the population.

Aside from making the queens equally likely to be born as the workers OR allowing workers to give birth, is there any way to rectify this? I've tried giving them a LITTERSIZE tag with high numbers, but it appears that the queens never have more than one child at a time regardless of what I do. Does LITTERSIZE no longer work or does it just not work properly during world gen?

Post a copy of what you have, if you don't mind, and I'll try playing with it in the raws later tonight. Other then that, unless someone knows...I don't.

I think I see the problem. I'll test things out tonight and let you know if I come up with anything solid.
