Aquatic Dwarves?

I'm trying to make a fortress underwater, and I'm having some difficulties.  I'm basically making an underground complex next to an ocean, and flooding it.  I'm not really concerned with movement within the ocean itself, but I'd like to be able to have my dwarves operate in a flooded fortress.  Currently, my dwarves stop everything they're doing once I flood the fortress, and the ones that are underwater when this happens are stuck.  None of them are drowning or anything, they're just unable to move.  I know that underwater pathing doesn't work, but is there any way to make my dwarves ignore the water entirely, and just go about their business without bothering with the water?

That's the great thing about this forum. We can derail any discussion into any other topic.
It's not an embark so much as seven dwarves having a simultaneous strange mood and going off to build an artifact fortress that menaces with spikes of awesome and hanging rings of death.
