Breath attack rangefinding bug?

I've been having a problem where creatures I've made won't use their material breath attacks unless they're on the same z level as the target, with a reasonably straight path between them and the target. 

I suspect they're using the ground pathing algorithm to find range, instead of the ranged combat algorithm (since crossbow users/FIREBREATH/etc don't have this problem).

Has anyone else been having/can replicate this problem?  I'm trying to figure out if I should report it as a bug.

A good place to test this is the central ring of the arena; cast an obsidian platform in the middle, and put another creature on the ring.  I've found that the creature on the platform won't attack until you cast a set of platforms connecting the platform to the ring.
