Give them breaks by reducing the required number of dwarves for an order.

A part of this problem is also the fact that dwarves get unhappy thoughts from working while hungry. Thing is they do this by personal choice, so hopefully it'll be easier to keep them happy later.

The problem is that dwarves very often train until they are VERY hungry and thirsty. Over time, this just makes them unhappy. So give them backpacks/waterskins and order them to use them, build a high quality statue in your barracks, smooth/engrave your dining room and put your best tables/chairs in it.

When a military dwarf becomes unhappy, simply take them off the squad roster. You can put them back on anytime. Give them a chance to enjoy themselves, preferably with little labor. Jobless dwarves will eat/drink before they're hungry, and will hang around the meeting hall or their bedroom. Within the season he should be ready to train again.
