"Justice" nobles and Thief enemies

If one of the 'Justice' nobles (Sheriff/Captain of the Guard, Hammerer, etc) runs into a Goblin or Kobold theif, wouldn't it make sense that said noble tries to capture or kill them?

I mean, it's their job to enforce the law. Thiefs break the law. 2+2=?...

Dismembering craftsdwarves is far less risky work. IIRC, the hammerer runs away from enemies.

No, he doesn't. I had one migrate, and as soon as he got near the fortress doors he ran and attacked a bear. And died. Hammerers behave like fortress guards.

Just earlier I had a kobold thief run into the Sheriff at the entrance, who promptly chased him down and gradually beat him to death.

One of my sheriffs attacked a bear, took a year long brake to rest his broken right leg, and then promptly ran straight out of the fortress to assualt another bear with his bare hands-he lost his axe in the first one. It broke both his legs instantly, and he ran right back to bed.
