Dwarves should snatch items from inactive jobs

It just happend to me (again): At the end of winter my dwarves started to starve, completly ignoring the nearly 100 prepared food items - just because those were stuck in the kitchens and not in a fitting stockpile. I finally realized that the reason for this suicidal ignorance probably is that all those meals appeare on the job list as part of inactive (i.e. waiting for a dwarf to perform) "hauling to barrel"-jobs.

At the moment items that are part of those inactive jobs seem to be off-limit for the dwarves when looking for food/materials etc. Would it be possible to make a dwarve that looks and doesn't find an item scan through the list of inactive jobs for a fitting item, snatching that item and cancelling the inactive job?

That would probably help not only with the starving  but with several "stupid behaviour" issues like lye rotting in the ashery or plants being dropped for some reason just lying around, as those all seem to be parts of inactive "hauling to barrel/bag" jobs.
