[40d16] Can't toggle sandbags when on total quality

When editing a stocpile's settings, if the cursor is on total quality pressing u for toggling sandbags doesn't work.

Yeah, this has always annoyed me. There's something similar with prepared meals in the food stockpile, which is even worse, because different types of specialist food stockpile are so ubiquitous.
