Toggle skill-less labors

There's a few tasks that require a given labor to be enabled, but don't contribute to skill in that labor or depend on it for anything but speed. Two major examples are installing traps (requires Mechanics) and building walls/floors/etc. (requires Masonry). You can just draft a peasant horde to do these tasks en masse, but there's currently no way to keep your actually skilled masons/mechanics from joining in on the fun, even if their workshops have other things to do. So it'd be nice if we con tell our skilled laborers to avoid doing tasks that don't actually require their skill.

Or alternatively, these tasks could stop requiring labors, or have the laborer's skill contribute in some more significant way. I'm not certain that either of those is desirable, though.
