Nomis is a game of... rule making. And the rules keep changing...

101. Rules (i)
   A. A rule must be followed if it is in effect.
   B. If two rules conflict with eachother, the oldest rule takes precidence.
   C. Subsets
      i. A subset is a set of rules relevent to eachother that slide into the same catagory.
      ii. Subsets have an Ordial number

102. Ammendments (i)
   A. An ammendment is a rule that is made to change a rule in any way-to add, remove or change.
   B. A not-yet-passed ammendment must be reffered to as a proposition.
   C. All propositions, on proposal, will be given a subset, of which will be given an ordial number from 301.
   D. Ammendments must recieve a majority vote in Phase II to pass (circ. 104. B. ii. I.)

103. Players (i)
   A. A player is someone who plays the game.
   B. In order for a player to continue being a player, he/she must always abide by the rules.
   C. The judge
      i. The Judge is responsible for managing the game. This includes;
         I. Numbering propositions
         II. Rewording where neccecary
         III. Other information (dates, names, ect)
         IV. Tallying votes (circ. 104. B. ii.)
         V. Re-writing rules at the beggining of Phase 1 (circ. 104. B. i.)
      ii. ExKirby is the Judge.
   D. There can only be a maximum on 13 players, including the judge, at any one time.

104. Phases (i)
   A. The game is a loop of turns in which the game is played.
   B. In each Turn are three phases.
      i. The Proposition Phase, in which players make proposals of Ammendments.
         I. A transmutuion classifies as a proposal.
      ii. The Voting Phase, in which players discuss and/or vote Yes/No for every proposition.
         I. A proposition must have a majority vote of Yes to pass.
      iii. The Overview Phase, where the next turn is set up by the Judge.
   C. The Phases will advance when the Judge sees fit.

105. Rule Types (i)
   A. Any rule may be assigned a type.
      i. After being assigned a type, it must be governed by that type as well as the rest of the rules (circ. 105.
      ii. All subsets of a rule with a type are considered to have that type.
   B. The act of adding, removing or changing a rule's type is called a transmute.
      i. Transmution is treated like an ammendment, and must be passed like a proposition. (circ. 102. B., 104. B. i. I.)
   C. Rule Types
      i) (i) Immutable, the rule can only be changed by a majority vote.

201. All players start with 0 points.
202. A player wins when he has 200 points.
203. For any proposition that passes, the proposing player gains 10 points.
204. For any propoition that fails, the proposing player loses 5 points.
205. At the beginning of the the Proposition Phase, the losing three players gain 5 points.

A. Players may own fish.

The following shall be added to rule 301;
i. Players must feed fish.

303. The Woodchuck Rule
The amount of wood a Woodchuck may chuck (If, indeed, the Woodchuck could chuck wood) is to be determined on a turn by turn basis (in accordance with Rule 42, of course) and is not to exceed six kilograms per day (seven kilograms on a Tuesday).

Proposal:

Players vs. forum accounts:
 A. In order to add a new player to the game, the forum account that will control said player must make a post in which it states it's desire to do so, citing this rule.
 B. At any given point in time, each forum acount may control no more than 5 players.
 C. A forum account can never, ever create a player in accordance to subset A more then 10 times, ever.
 D. if the forum account controlling a player claims the player does an action allowed in the rules, then the player does that action.
 E. Each player must be given an unique name.
 F. A forum account may disband a player it controls at any time.
 G. A forum acount may transfer control of a player to another account at any given time. This does not count towards the cap mentioned in subset C for the receiving player.

Huh? It's one rule, with 7 subsets. If you can't have multiple subsets when proposing a new rule the game becomes to slow.
