Removing A Weapon

Can I remove a weapon (say, bows) from a race?

Yes, but I do believe that it requires a regen.

Now, you're probably wondering how to do this thing. Go into the entity_default file in the raws, find the entity entry for the race you want (goblins are EVIL, kobolds are SKULKING, elves are FOREST), find the WEAPON entry of the one you want to remove, and either remove it entirely or remove the brackets from around it. The members of that entity will no longer carry such items, though goblins can babysnatch humans and such and those will still show up as archers.

Or, just go into the item_weapon file and remove the offending weapon altogether. Such things will then no longer exist at all (though that also prevents you from using them).
