Here are my ideas for where the Nobles should eventually be, organized into two webs. Took me awhile to do.

NOTES-

*The only new Noble, the Chief General, is intended as the leader of the military raids, wars, and patrols.

*The Fortress Guard is meant to be the standing army guarding the fortress.

*The 'Military' means the moving army outside of the fortress.

*The Deputies are the enforcers of Dwarven Justice, capturing criminals, transporting inmates to jail and trial, administering beatings, and wielding light weapons.

*The Royal Guard keeps the Nobles alive, and carries out executions.

*Manager rules over all DEMOCRATIC Web except for the Mayor/Governor

First, kudos on that diagram. Very impressive.  One question, how to handle succession?  Does their kid become lord when they die, whoever they are? Or next in line? Do we choose?

Hmmm... well, with the way it is now, new ones come once the old ones die, but I suppose first-born hereditary succession would be fine for the Monarchial ones, with some kind of vote on the Democratic ones.

Why does the hammerer rule over the royal guard and sheriff? or am I reading it wrong?

No, you aren't.

The Hammerer ranks above the Sheriff, and is the head of the royal guard.
