It's already set up so that you can only take out one loan at a time.

Trying to take out additional loans results in the loan sharks telling you to pay off your current debts.

Looks good. Honestly, buying from gang members should probably work more like how landlords do now. It might be interesting if the same gang-affiliated character sold you guns and offered you loans.

One danger with making them Conservative instead of moderate is that you can borrow the money from them, then shoot them, or even kidnap them and turn them into a sleeper. Players may be mighty confused if they have to pay the money back anyway after that. You can always make the loan shark leave when you do that, similar to pickup lines and the like -- in fact, part of the reason characters leave when you succeed in talking to them is to solve this problem.
