So, I have recently been wandering around, looking for a civ that didn't matter to me much for the purpose of meanness.  I went into a forest retreat to bother some elves, and indeed, there were elves, in the mead hall.  So far, the town seems to be mostly elves, with a few humans.

I keep thinking glacier fortress would be fun, but it always ends up as cave layer fortress.

Yeah, this happens in the current version when humans conquer some elves.  It's intended behavior.
