i have been trying to get a civ to only use bone armor but it all truns to rope reed stuff when i play a Adventurer.

Agree, plus that's about the LAST thing *I* want to see from this kind of game - author spending valuable development time on useless graphics.

your bone plate is missing the barred tag but aside that all civs will use plants and cloth/silk for any clothing and armor if they can. if they have [USE_ANIMAL_PRODUCTS] will get rid of half of that. also removing [CLOTHING] for general clothes and [SUBTERRANEAN_CLOTHING] for silk and underground based stuff in clothing, will prevent the civ from using/making relevant items.

all mentioned tags go in entity.
