Fishing Zone issue.

I've recently built an addition to an underground river in my fort, but the fishing zones I've placed on it are shown as having (0) tiles in the activity zone menu, and my dwarves aren't fishing there.

I've checked the the following:

All of the tiles of the pool are Inside, Dark, Subterranean.

The zone covers both the pool and adjacent ground (including a bridge).

The pool seems to count as a water source (In the menu, it's shown as having (44) water source tiles).

There may not be any fish in it.  If that body of water is being counted as "fished out", it might not let you designate it as a fishing zone (0 fishable tiles).  When I overfished my aquifer, it stopped letting me designate it just like this.

No, that's not it. No dwarves have been able to fish in this particular river yet, and I see cave fish swimming in the pool all the time.

Pools of water within the underground river's region tiles seem to be inherently unfishable, simply reporting that there's "nothing to catch in the [location] swamps" - I ran into this in my current fortress, and when I placed another fishing zone directly adjacent to the river itself, my fisherdwarf promptly started catching cave fish.
