Always show accessible civs from the 'c' screen

This is just a minor usability fix. A common mistake is for people to assume that the only civs that can reach a given site are the ones on the 'c' civ screen. In fact, that screen only lists civs that you have had contact with since the fort was founded, with no indication of which other civs might show up in the future. By always listing all the civs shown on the embark screen on this page, we'd alleviate a lot of user confusion.

On that note, in my latest fort the civ screen revealed to me the identity of a thief.  My civ screen was empty, I received a notification that a thief had made off with some gems I left laying around, and I actually thought that the thief was a rhesus macaque until I checked the civ screen and saw kobolds.  I don't think the civ screen should have told me that the thief I didn't discover was a kobold.

What'd he do?  Leave a note?

Perhaps something like (Human Civ? Elf Civ? Kobold Civ? until you know the names of those civs in the civ screen would work - this way, you maintain the roleplaying by not actually knowing who will come, but you at least can be certain of which civs they'll be.

Might be something to add in the civ tags. Thieving or skulking creatures aren't shown, while creatures who build large, well documented civilizations like humans, elves, dwarves, and goblins are visible from both the embark and civ screen.
