Is there any point to instruments? Will dwarves play the flute in the statue garden for other dwarves, thus gaining tips and making other dwarves happy or something?

Trade goods. That's pretty much it.

But, really, you can sell the elves cinnabar flutes. Isn't that enough?

Elves do it in trees. Humans do it in wooden structures. Dwarves? Dwarves do it underground. With magma.

Nope, right now they're just another trade good like every other craft you can make(toys, mugs)

Oh god... I just had a horrible vision of the Baron demanding a 3 piece orchestra... New Job: Music Player. "You must have 20 dwarves devoted to this to please your noble. If you do not, he'll slay random dwarves who have the highest appropriate skill, which, by the way, is basically your legendary marksdwarf squad, you know the ones you never deploy any more because your FTW device is so effective against sieges? Yeah. Them. <KA-HAMMERED!>"

If you like, you can go into raw/objects/item_toy.txt and raw/objects item_instrument.txt and add new ones, whatever you like.

[ITEM_INSTRUMENT:ITEM_INSTRUMENT_SOUSAPHONE]
[NAME:sousaphone:sousaphones]
[HARD_MAT]

[ITEM_TOY:ITEM_TOY_MUDKIP]
[NAME:mudkip figurine:mudkip figurines]
[HARD_MAT]

etc.

and then add whichever you like from the item_toy list to the various civilizations as
[TOY:ITEM_TOY_MUDKIP]

I tend to turn all my toys into collectible figurines. Of COURSE the elves want to trade with you, the Dwarves are the only civ that produces Mudkip, Seaking, and Magicarp. COLLECT EM ALL. You can do something more in line with the fantasy world, whatever. :)

Orchestras as social events would actually be pretty cool.

Oh well, tough luck :(

Slightly off-topic, but are there plans to make them functional in the future? Both instruments and toys would have cool and obvious uses.

Yeah, I could see children moving around less if they have toys, and gaining happy thoughts from them. And it seems like when someone organizes a party dwarves should all gather up instruments and play them, like in the beginning of The Hobbit.
