How does one manufacture a whip? Also I am confused on if dwarfs can use them. According to the wiki one section says they can and it uses the Lasher skill, but another section says they can not.

They are manufactured by killing goblin lashers. Dorfs can't make them. In fortress mode they can only be used in traps. AFAIK they can be used normally in adv. mode.
