Okay...

1. Wrong forum. There is a modding forum.
2. We need to know exactly what's wrong. Do they show up unplayable? Does the game not even place them? What happens?
3. Have you checked the error log?

Yeah, more info is definitely needed.
I assume you already use the wiki, but one piece of advice I can give you is to use it more, it will all make sense eventually.
Alright, hmm.
[CIV_CONTROLLABLE] does not belong in the creature file, it belongs in the entity file, but you already put it there anyway.
Uhh, hmm.
It looks like some things are misspelled here and there, that will show up in the error log, and I do believe that the jobs/names you gave your site leaders don't work that way, the wiki has info on that as well.
Also, since you set their preferred site type as a cave, that means that they will not show up in civ lists on the embark screen, but they still exist anyway.
But yes, more info, and modding forum.

First, its a mountain home.
Second, go search the thread for the Move Thread button.

Third, learn 2 grammar. Seriously.

If English is your second language, your posting is understandable but if you want to get into modding you'll need to learn a bit more. As mentioned, you've misspelled things and outright made up some things which don't look like they go in the places you've put them. A single letter can be the difference between a working mod, a small error, or a complete crash of the game. (Or crazy land, if you happen to duplicate an entry...)

The best way to mod is small steps. Take a creature which is close to what you want and change one or two things. Make sure that works, then change some more things. As it is now, you've made dozens of changes and have no idea which combination of randomness you threw into the file will work, can work, or won't work at all.

I'm currently to bored enough to care right now.
All right.
In the RAWS folder for entity's, if you don't cruise through the file, you can see the type of city the civ uses.
