Ammo assignment question

I know gear gets assigned based on value and order of squad creation. My question is, does ammo get assigned the same way? I'm going for a peasant militia of 15-20 marksdwarves, along with a squad for 5 or 6 regulars. I want the regulars to train up, then take the expensive metal bolts, while feckless peasants spend their free time in target practice with bone bolts.

Will the ammo get assigned by seniority the same way armor is?

(This is all assuming the Combat/Training bolt assignment is messed up, which seems to be the case)

They will always use the one furthest away from them, ensuring that melee range is closer than that one bolt on the edge of the map, and therefore will go start clubbing their archery target.

It's actually out of politeness.  They think "I better leave this stack of silver bolts for my comrade here.  I'll just slip away from the siege and pick up that stray wood bolt."

But then all of them are thinking that, so no "comrade" ever picks up the silver bolts and they all die.

I'll be honest, I really just wanted to add socks to that story.

EDIT:

Well, the problem seems to have resolved itself. Seems the only workable ore on this embark is tons and tons of galena, so no metal bolts for anyone for a long time.

No sand either.
