Another way to irrigate a tower cap field from limited water, albeit slowly, is to have dwarves manually muddy the field. If you're careful, you'll only use 1 unit of water per tile. Designate a pond above the square you want to muddy, and as soon as the first bucket is poured remove the pond. It will take a very (VERY) long time to muddy a large area, but it will, eventually, yield a very large tower cap farm with very little water cost.

If you decide to use the flood method to set up your farm, make sure to provide some form of drainage. Speeds things up remarkably.

The trouble with that is that you have to dig out 2 Z-levels, and you'll only be able to irrigate about 2/3 of the area before you have to tear down and rebuild your scaffolds. Since, you know, you can only place pond zones over open space.
