You can also adjust the PROGRESS_TRIGGER_* values so the orcs show up later. This would let you have a strong opponent later one without being overwhelmed while your fortress is still young. If you want early sieges then you could also in turn lower the PROGRESS_TRIGGER_* values for goblins so they start sieging sooner.
