The difference between a low boots and a high boot?

Apparently the High Boot weights 33% more and has double material size. What does the later mean?

I've got two artifacts recently: 1 Adamantine High Boot and 1 Adamantine Low Boot.

It mean there's somehow twice as much stuff in a high boot as in a low boot. The only gameplay impact in this case is that you'll get twice as much of a bar back when melting high boots.

A low boot only provides protection for the foot while a high boot provides protection for the foot and lower leg.

 Also, metalsmiths need one adamantine wafer per material size.

The trick is that high boots have more coverage. So when used, they provide better protection. They are heavier, though.

weight doesn't matter when adamantine is concerned.
