If they have a solid Persuasion, I'd make them a sleeper, unless you're strategically opposed to having a sleeper lawyer defend your people, or you already have a decent one.

You'll need to go out and do risky site actions with a character to get juice above 50. The safer, automated tasks you can assign from the (a)ctivation screen all cap out at 20 to 50.
