As suggested above (by Elvang), I think they were outside for reasons other than gathering the webs. (Did you see them have the job "collect webs" in their personal menu?)

Without a loom, no one collects webs - no reason. It is one of the triggers for that activity.

Lock them in your fort and hope your fort can live forever without trading or trees.
Edit: To clear any misunderstandings i mean to lock the dwarves in the fort not the webs or the gcs.
