I think storage in barracks doesnt get used properly. There might be a lot of "goes to check possessions", a lot more than you want to, but they dont actually USE those friggin cabinets. They need personal storage in their own rooms, and they SHOULD get around to collecting all their stray socks and undies.

However, more often than not, you can have dead dwarves clothing lying around. For that case build an appropriate clothing stockpile (unless youre actually PRODUCING clothing for whatever bizarre reason - nudist colony ftw) so the REALLY unused clothing goes there and you can easily mark it for dumping or just build an automated waste disposal system, like I do    (well, right now it's operated by one lever to go easy on the CPU)
