For your next fortress, bring 11 turtles and a couple cavelobsters in your starting barrels - forbid the shells once you have them.  Easy insurance against such.

I also always (And I mean ALWAYS) request turtle and cave lobster from the human and dwarf caravans.  Sure, the humans don't have any cave lobster, but they do have turtle.  And Dwarves have both.
This allows me to keep decorating things with shell, too, though I do usually keep three to four shells forbidden, just in case.  I do the same thing with bones and skulls, since I'm not much for the meat trade most of the time.  Hunters kill all the wildlife too quickly, and butchering my own cave-bred cattle always slips my mind.  I end up with a cage full of 30 full-grown cattle and 10 calves, but still I say to myself "I can't butcher these!  I don't know which ones I have chained for breeding!"

... Of course, it doesn't matter which ones are chained.  I can just replace them with their own offspring.
