Pumping water up? [Answered]

I've been trying to pump watch up but I'm missing something. Can someone tell me where i'm going wrong?

Built the pump, H axel, gear, V axel, gear, H axel, hanging water wheel.
Starting at the water wheel everything shows active until my first V axel and I can't manually pump.

Built 5 pumps, H axels, gears, H axels, hanging water wheel.
Everything is in a brook and all the pumps work but it never builds up enough pressure to go up a level. I have built a floor, walls, and a roof plus a wall/pipe 7 levels high.

Things I've noticed the pump needs to be in water to pump and a brook can flow under walls? That would explain why I can manually pump 7 levels high and why when the pumps are on the ground I can't build pressure.

I read over the Wiki but I'm missing something.
